The Higher Education Commission (HEC) is a free, self-governing, and statutory foundation that provides critical funding, administration, direction, and authorization to higher education institutions in Pakistan. It is a non-partisan, non-political organisation.
Previously certified by the University Grants Commission (UGH) in 2002 following the promulgation of the Higher Education Commission Ordinance 2002, the colleges were previously certified by the UGH, which was established in 1947 and updated in 1974 before taking on its present form in 2002 under the administration of Atta-ur-Rahman, the organization’s founding Chairman, with additional official changes permitted by the constitution.

- To enroll in a Bachelor’s Degree programme, the applicant must be at least 17 years old and no more than 25 years old.
- The candidate should be no older than 30 years old for a Master’s degree and no older than 35 years old for a doctoral degree.
By the end of the application period, applicants must have completed at least 12 years of postsecondary education in a relevant field of concentration for Undergraduate programmes, 16 years of training in relevant fields of concentration for Master’s programmes, and postgraduate capability (MS/MPhil degree) in a significant field of concentration for admission to PhD programmes at any Saudi Arabian university. For madrasa qualification or O/A dimension instruction, proportionality from IBCC and HEC is essential, as is an attestation of dialect capacity where applicable.
